Worth knowing first
This is lossy to lossy, so the WebP inherits the JPEG's artefacts and adds a few of its own. It is invisible at sensible quality settings, but if you still have the original camera file, encoding WebP from that gives a better result than converting the JPEG.

Is it worth converting an existing JPEG library?
For a website, usually yes: a quarter to a third off every image is a real improvement in load time. For personal archives it is rarely worth a second lossy encode.
Does quality drop?
Slightly, since this is a second lossy pass. At normal quality settings the difference is not visible. Encoding from the original rather than from the JPEG avoids it entirely.
What about EXIF and location?
