Where HEIC files come from
HEIC is what an iPhone saves when the camera is set to High Efficiency, which has been the default since iOS 11. Photos are roughly half the size of JPG, and are rejected by a long list of websites, CMSs and Windows applications.

Worth knowing first
A Live Photo is a still plus a short video, and only the still survives. Also note that HEIC files carry the full EXIF block including GPS coordinates, which is preserved in the JPEG. Use the Image Metadata Cleaner first if the photo is going somewhere public.

Why do websites reject my iPhone photos?
Because HEIC is an Apple default that much of the web never adopted. Upload validators check the file type against a list that predates it, so the photo is refused before anything looks at the image. JPEG is on every one of those lists.
Does my Live Photo survive?
No. JPEG holds a single still image, so the short video attached to a Live Photo is dropped. Export the video separately from Photos if you need the motion.
Will the location data still be in the file?
Yes. EXIF, including GPS, carries across into the JPEG. If you are posting the photo publicly, strip it first with the Image Metadata Cleaner.
