Audio is what a video is judged on and the part least often worked on. The order matters more than the tool: clean the recording first, then set its level, then put anything else underneath it. Reversing that — boosting a noisy track, or mixing music under dialogue that has not been levelled — is how a track ends up loud and still hard to listen to.
